There are no quality guidlines ment like your theme must be 'pretty' or whatsoever. Nontheless, try to submit usable themes. If your theme breaks drupal6themes.com it will not appear in the gallery. Pleasy try to submit consistent, valid, feature rich, easy to use themes.
